I went to Kotor in April 2023 and was surprised by the early spring blooms covering the old town walls before Easter. Average April temps hit 14°C, rainfall totals 75mm, and 65% of days are sunny, making it quieter than summer. Avoid the "free" boat tours near the port—they demand €25 extra before you leave the dock.
